Ingenious but Illegal

Actual mayor of Bucharest, Mr. Videanu taught that it would be nice for the citizens of Romania's Capital to put electoral messages on the street border. In a beautiful spring morning, people could read "Vote for Videanu" on the little concrete boxes. Although this is funny, it is extremely illegal because:
1. Taxpayers should not pay for Mr. Videanu's electoral campaign. He took money from the local budget to repair the streets and in fact advertised his position as a candidate for mayor.
2. It was done on the 13th of March, nearly 2 months before the official electoral campaign started
